Beyond Leitch: Skills Policy for the Upturn

A new report is available from the Learning and Skills Network: Beyond Leitch: Skills Policy for the Upturn. It calls for reforms to Skills Accounts, more employer funding of training under Train to Gain, and more integration of the employment and skills system. It also argues that long basic skills courses provide the best results for unemployed people in terms of helping them find sustainable employment.
